The dataset required has been significantly reduced. eMandate in 2011. eMandate requires an annual assembly of estates data by colleges. The 2011 service has been set up to support continuity with earlier years although the data requirements and the reporting outputs have been simplified and refined to ease data burden whilst retaining output value.
In 2011 eMandate will require data for 2008/09 and 2009/10 financial years. IPD are requesting two years of data for this year only to provide continuity.
Timetable. In 2011 IPD will be working with participant colleges and Funding Authorities to ensure all data is provided initially by 29th July 2011. Please ensure a completed data template is returned to IPD by this date. During a period thereafter until September, IPD will work with colleges to improve the quality of data where required.
Data requirements. The dataset required by colleges has been reduced to a minimum core dataset of mandatory fields. The dataset represents the information required to produce a standard set of refined KPIs. The refinement and reduction in data fields comes as a consequence of consultation with colleges, previous ability and access to data and a critical review of those metrics delivering most value. Please note that for 2011/12 IPD will be assembling data for two years (2008/09 and 2009/10 financial years. Data standards and definitions. eMandate relies on and supports a standardized data structure. To support this common structure each participant college will be required to provide data about their college estate using a standard template return. As in previous years, the template will be a simple and easy to use Excel spreadsheet; guidance on completion and quick & easy data checking will be documented and a number validation checks have been incorporated. As always, emphasis will very much be on colleges to ensure their estates data is both comprehensive and accurate.
Data quality. IPD will uses bespoke and tested validation techniques to wrok with colleges to highlight areas of possible errant data. It is critical that time, effort and attention is focused on data quality – data quality will enhance value, ensure reliability and support effective decisions.
